Project Description: Premier League Rugby Stadium

Members of the QSPM team have worked with Exeter Rugby Club CEO, Tony Rowe, over two phases of development for the Exeter Chiefs.

Phase 1 required Project Management and Cost Consultancy services for the County Ground disposal, Partner procurement, Relocation planning and provision of a new stadium and conference facilities at Sandy Park. The project consisted of a 10,000 seat Stadium and associated public and players facilities.

Phase 2 consisted of extending the existing West Stand to provide additional covered seating increasing the stadium capacity to 20,600 seats, as well as construction of larger conference rooms / banqueting suites. Since the stadium was required to remain operational throughout the works complex phasing and planning of the project was required to minimise disruption during construction.

Phase 1 procurement route: A JV with a tendered preferred developer. The NEC 3 Fixed Price single stage with Design contract was used to give certainty of costs with minimal risks to the Client. Identifying cost certainty at the point of contract award and better control of quality and contractor’s on site activities were key benefits.

Phase 2 procurement route: Single stage Design and Build, using the NEC 3 suite of contracts.
